CMS Enforces Nationwide Medicare Enrollment Freeze for Home Health and Hospice

The Centers for Medicare & Medicaid Services (CMS) executed a significant regulatory freeze by declaring a six-month nationwide moratorium on all new Medicare enrollments for Home Health Agencies (HHAs) and hospice providers. Effective immediately, this temporary ban applies across all 50 states, territories, and Washington, D.C. It prevents the enrollment of any new HHAs, hospices, or newly established branch locations unless applications were received prior to the cutoff date. While existing, compliant agencies can continue operations normally, any regional expansion or startup plans are completely locked down. This introduces heightened transactional and compliance risks for industry investors or hospital systems undergoing ownership restructurings, as specific Change of Information (CIMO) regulations will now trigger re-enrollment denials during the freeze. For consumers, localized care options may contract over the next half-year.

ICHRA Enrollment Triples, Entering Mainstream Renewal Conversations

The data shows that between 400,000 and 800,000 Americans are now using employer-funded, account-based tax-free allowances to purchase their own coverage. This represents an intentional pivot for small and mid-sized employers fleeing traditional group health plan inflation. NAIC Presses Treasury for 7-Year Reauthorization of Terrorism Risk Insurance

The National Association of Insurance Commissioners (NAIC) submitted formal, detailed commentary to U.S. Treasury Secretary Scott Bessent regarding the ongoing stability of the Terrorism Risk Insurance Program (TRIP). While the commercial P&C market currently exhibits stable capacity, the NAIC emphasized that long-term market certainty requires a prompt, seven-year congressional reauthorization before upcoming expiration timelines begin to rattle carrier capital planning. The NAIC specifically called out the compounding, unpredictable risks of cyber-related terrorism (aggregation, attribution, and AI modeling). Without the stabilization of this public-private backstop, the industry faces severe capacity drops. Insurers simply will not absorb or sustain comparable commercial property exposures on their own. For commercial agents, keeping a pulse on federal TRIP extensions is vital to ensuring high-value business clients remain placeable in the admitted market.
