Declining Enrollment:
Federal data released on June 26, 2026, indicates that ACA Exchange enrollment has decreased to 19.2 million for 2026, down from 22.1 million in 2025. This trend follows policy adjustments focused on "program integrity," including tighter eligibility verification protocols designed to curb improper enrollments.

Essential Health Benefits (EHB) Scrutiny:
The administration has issued a Request for Information (RFI) regarding state-level mandates for Essential Health Benefits. The inquiry seeks to determine if federal oversight should limit the ability of states to expand EHB packages, a move that could significantly impact the structure of future employer-sponsored and individual market plans.

Medicare and Pharmacy Benefits

GLP-1 Bridge Program Launch:
Effective July 1, 2026, the Medicare GLP-1 Bridge Program is officially underway. This initiative provides eligible Medicare beneficiaries with temporary access to specific weight-loss medications (Wegovy, Zepbound, and Foundayo) with a fixed $50 monthly copayment. The program is currently slated to run through December 31, 2027.

As of July 2026, Medicare Advantage (MA) penetration holds at approximately 55%. Regulators continue to increase scrutiny regarding prior authorization and denial rates, emphasizing the need for greater transparency in private plan clinical decision-making.

Protecting Against Fraud: A Shared Responsibility

Insurance fraud—ranging from unauthorized policy creation to unlicensed solicitation—continues to be a major concern for both the industry and consumers. Recently, authorities have warned of fraud rings targeting older adults by collecting personal information via telemarketing to submit unauthorized life insurance applications. 

For Consumers:
Stop, Call, Confirm: Before engaging with an agent or signing an application, verify that the professional and the insurance company are authorized to conduct business in your state
Beware of Unsolicited Contact: Be wary of cold calls or high-pressure sales tactics. If you suspect an unauthorized policy has been opened in your name, contact your state’s Department of Insurance or the National Association of Insurance Commissioners (NAIC).

For Agents and Agencies:
Compliance and Validation: Maintaining an active, verified license is the first line of defense against fraud. Beyond standard state portals, resources such as Oath Certification provide a platform for agents to validate their credentials and professional standing, helping to maintain a transparent and trustworthy marketplace.
he Power of the NPN: The National Producer Number (NPN) is the industry-standard identifier. Agents should ensure their NPN remains associated with accurate, up-to-date contact information in the National Insurance Producer Registry (NIPR) database to avoid potential regulatory complications.

Property & Casualty (P&C) Market Trends

Market Softening:
For the first time since 2017, the commercial P&C market saw an overall premium decline (1.2% in Q1 2026). While property lines and cyber insurance are experiencing rate relief due to increased underwriting capacity, commercial auto continues to face upward pressure due to high claim severity and repair costs

Regulatory Data Call:
As part of a national effort to monitor insurance availability, state regulators are currently gathering homeowners insurance data at the ZIP Code level. Insurance companies are required to submit detailed policy and loss information by July 15, 2026, which will inform a public report scheduled for early 2027.

Reinsurance Renewals:
The July 1, 2026, property catastrophe reinsurance renewals showed double-digit pricing reductions for many insurers. This improved reinsurance environment is providing carriers with more flexibility in pricing and coverage structures heading into the second half of the year.
